Al-Halabi clarifies conditions for transfer and admission to private universities
Minister of Higher Education clarifies regulations for transfer and admission to private universities for the 2026-2027 academic year.

Minister of Higher Education and Scientific Research Marwan Al-Halabi confirmed that the announcement of the transfer and equivalent conversion and change of registration competition, along with the admission competition based on the institute certificate or university degree for the 2026–2027 academic year, aims to provide broader educational opportunities for students and organize their transfer and admission to private universities according to clear academic regulations.

Minister Al-Halabi clarified in a statement published on his official Facebook page today, Tuesday, that applying for this competition requires careful review of the conditions and terms stated in the announcement, adherence to specified deadlines, and completion of required data and documents electronically. He stressed that the responsibility for the accuracy of submitted information and documents lies with the student, and any document proven to be false will result in the cancellation of admission.

Covered categories and conditions for non-Syrian certificates

Minister Al-Halabi specified that the competition includes Syrian students, those in their category, Arab students, and foreigners according to the type of competition and conditions specified for each category. Applicants holding non-Syrian secondary certificates must complete the equivalence procedures with the Directorates of Education and approve the certificate data and its grade before applying. The highest total and the highest competition language are used for ranking according to the certificate session that yields the best result for the student, in accordance with announced minimum thresholds and available specializations.

Regarding the transfer and equivalent conversion competition, Minister Al-Halabi explained that it is required for the student to have moved to the second year or passed it at least according to the annual or semester system, or completed at least 26 credit hours according to the credit hour system. Additionally, the student must achieve the minimum required in the secondary certificate, the university from which the transfer is made must be accredited by the Ministry, the student must not be dismissed for disciplinary reasons, and the duration of their residence in the country of the transferring university must meet the period specified in the announcement, taking into account special rules for students from neighboring countries.

Conditions for changing registration and admission to the institute and degree

Regarding changing registration, Minister Al-Halabi indicated that students are allowed to move from one specialization to another according to the minimum thresholds specified in the announcement, provided that the exempted courses do not exceed the prescribed percentage of the study plan for the new specialization. For admission based on the institute certificate, the student must be a graduate of intermediate or technical institutes, with a specialization compatible with the desired field of study, and a grade of good or higher. Admission based on the university degree requires the applicant to hold a university degree with a grade of good at least, and their specialization must align with the required specialization according to approved tables and regulations.

Cases of ineligibility and registration procedures

Minister Al-Halabi pointed out that applying for certain competition tracks is not allowed in specific cases, including students previously admitted based on equivalent conversion, students who received a ban penalty before its expiration and reconnected with the university, or those admitted based on a Ministry scholarship, unless they waive it as stipulated in the announcement. Transfer or changing registration is not permitted from open, virtual, correspondence, part-time, or distance education systems. Furthermore, students admitted to one of the private universities based on the institute or degree competition cannot apply for the transfer and changing registration competition.

Minister Al-Halabi noted that meeting the application conditions does not guarantee admission, as the competition is conducted among applicants based on their grades, preferences, and specified criteria within the limits of available seats. Accepted students must complete registration procedures within the period specified by the Ministry and pay the prescribed university fees and installments for the 2026–2027 academic year. A student is not considered registered until all documents are completed and fees are paid in full.

Minister Al-Halabi concluded by emphasizing the Ministry's commitment to ensuring clear admission conditions, equal opportunities for students, safeguarding their academic rights, and providing organized pathways to complete their university studies, thereby enhancing the stability of the educational process and allowing students to choose the path that suits their qualifications and capabilities according to approved systems and regulations. The Ministry of Higher Education and Scientific Research announced yesterday, Monday, the conditions for applying for the transfer (equivalent conversion and changing registration) competition from Syrian and non-Syrian universities, public and private, to Syrian private and paid universities. It also announced the admission competition based on the Syrian institute or degree to join Syrian private and paid universities.
