Al-Halabi: Developing the Sovereign Wealth Fund for Sustainable Returns
Economic advisor confirms professional fund development to protect state assets and increase Syrian incomes within 90 days.

Ahmed al-Sharaa's economic advisor and chairman of the Sovereign Wealth Fund, Omar al-Halabi, affirmed that future efforts will focus on supporting economic reform and developing the fund on professional bases grounded in governance, transparency, and accountability, thereby contributing to the protection and development of state assets and achieving sustainable economic returns.

Al-Halabi stated in an interview with Al-Ikhbariya Al-Souriya on Thursday that the goal is to contribute to building a more productive and stable economy that provides real job opportunities, helps increase Syrian incomes, improves purchasing power, and enhances living standards. He noted that this requires strengthening institutional efficiency, integrating economic policies, stimulating investment and production, and providing a better environment for business and private sector growth.

Al-Halabi clarified that the new board of directors for the fund will soon be announced, enhancing its governance and institutional capacity to manage its assets and investments efficiently and responsibly. He indicated that the next 90 days will witness an initial evaluation of the fund's status, including its assets, resources, obligations, relationship with the state's financial system and public budget, and governance, oversight, and investment return frameworks, leveraging best international practices.

He added that he will return to the public after 90 days to present the results of this review and what has been accomplished, along with priorities and practical steps for the next phase, in commitment to transparency and the Syrians' right to know how their state's assets and resources are managed. He stressed that what ultimately matters is not the volume of announced investments, but their real impact on the economy, the job and income opportunities they create, and the tangible improvement in Syrians' lives.

Al-Halabi expressed his gratitude to President Ahmed al-Sharaa for the trust, noting his pride in bearing this national responsibility and his awareness of the importance of the expected work at this stage, given the need to develop economic performance and enhance the efficiency of managing national resources and assets. President al-Sharaa issued Decree No. 191 of 2026 on the 18th of this month, appointing Engineer Omar Samer al-Halabi as economic advisor to the presidency and chairman of the Sovereign Wealth Fund.
