For his part, Minister Al-Saleh said in a post on the "X" platform today, Sunday: "On the 12th anniversary of the signing of the Syrian Civil Defence (White Helmets) founding charter, I stand in reverence before the memory of our colleagues and comrades who sacrificed their lives on the path of humanity."

Signing of the Founding Charter of the Syrian Civil Defence
In the same context, the Ministry of Emergency and Disaster Management stated in a statement via its Telegram channel that on October 25, 2014, 70 leaders of volunteer teams spread across various parts of Syria signed the founding charter of the Syrian Civil Defence.
The ministry pointed out that this step was the culmination of efforts that began in late 2012, aimed at unifying these teams under one umbrella and a shared vision, based on the principles of humanitarian work and commitment to international humanitarian law.
The ministry clarified that the Civil Defence transitioned from a group of volunteer teams operating under exceptional conditions to a fully integrated institution, which provided responses to disasters and crises and saved tens of thousands of lives, ultimately merging into the ministry's structure.
The Syrian Civil Defence, which started from volunteer initiatives in the early years of the revolution, constitutes one of the most prominent national experiences in building emergency response systems and protecting civilians in Syrian governorates.
