Arab Investments Support Reconstruction of Syrian Economy
Saudi, Emirati, and Qatari investment agreements worth billions of dollars enhance infrastructure and create jobs in Syria.

Arab investments are moving to play a pivotal role in supporting economic recovery in Syria after liberation, by implementing strategic projects in the energy, transport, real estate, and telecommunications sectors, thereby enhancing employment opportunities and contributing to reconstruction and reviving the production engine.

Contribution to Rebuilding the Economy

Economic expert Dr. Muhammad Kousa confirmed that the investment agreements and memorandums of understanding announced between Syria and Saudi Arabia, Qatar, and the UAE constitute a strategic entry point for contributing to the reconstruction of the national economy, given their targeting of productive and service sectors and vital infrastructure projects.

Saudi and Emirati Investments

Saudi investments included the signing of 47 agreements and memorandums of understanding worth over $6.4 billion during the Syrian-Saudi Investment Forum in July 2025, in addition to launching the "Abayats Hills" and "Modern Urban Complex" projects in the Damascus countryside. In the same context, the Ministries of Public Works and Tourism signed an agreement with "Eagle Hills" worth approximately $17 billion, while the General Authority for Ports signed a memorandum with "DP World" worth $800 million to develop the port of Tartus.

Qatari Investments and Regional Cooperation

The Syrian Petroleum Company signed a memorandum of understanding with "QatarEnergy" to explore oil and gas in Syrian territorial waters. Kousa pointed out that these investments contribute to attracting new investments and creating jobs, emphasizing the necessity of completing implementation steps and securing financing mechanisms to enhance transparency and legislative stability.

Transferring Expertise and Developing Human Resources

Economic expert Adham Qadhimati confirmed that Arab investments represent a strategic opportunity that includes transferring expertise and developing human resources, noting that their impact goes beyond direct support to include activating intra-Arab trade between Syria and Arab countries. He pointed out that increased investments provide direct and indirect employment opportunities, contributing to improving wage levels and activating local markets.

Qadhimati highlighted the importance of the energy and real estate sectors in attracting investments, due to the great need for their development, and considered the banking sector a promising field for investment. Since December 8, 2024, Syria has witnessed widespread activity in enhancing cooperation with Arab countries, having signed approximately fifty agreements and memorandums of understanding during 2025 to support vital sectors and encourage investment.

Challenges and Future Prospects

Experts pointed out that turning agreements into tangible results requires advanced infrastructure including communications and equipment, which may lead to updating public facilities. These partnerships aim to create a legal and economic environment attractive to capital, and diversify international partnerships with Arab, European, and Asian countries to enhance Syria's diplomatic and economic standing.
