Central Bank Governor Discusses Reconnecting Syria to European Banking System in Paris
Ruslan meets banks and international institutions in Paris to strengthen banking ties and rejoin FATF after 15 years.

The Governor of the Central Bank of Syria and Chairman of the Anti-Money Laundering and Counter-Terrorist Financing Authority, Muhammad Safwat Ruslan, held multiple meetings in the French capital, Paris, with representatives of international and European institutions and banks. The discussions focused on ways to reconnect Syria to the European banking system, develop banking relations, and enhance cooperation channels.

Restoring Banking Relations and Expanding the Bank Network

The bank stated via its Telegram channel on Saturday that a working meeting was held, hosted by "Bank Al Khaliji France S.A," with participation from representatives of several banks, including "First Abu Dhabi Bank (FAB)," "Banque de France," and "Fransabank." The meeting aimed to restore banking relations, expand the correspondent bank network, facilitate trade financing, and develop payment channels and international transfers.

For his part, the visit included a meeting with the French-Syrian Business Council (CAFSY) and meetings with the French Financial Intelligence Unit (Tracfin) and "Natixis" bank to discuss prospects for economic and banking cooperation. The meetings addressed efforts by the Anti-Money Laundering and Counter-Terrorist Financing Authority to develop the national framework and enhance financial transparency and integrity, thereby supporting international confidence and the integration of Syrian banks into the global banking network.

Taking Global Measures to Confront Financial Crime Threats

Syria participated in the General Meeting of the Financial Action Task Force (FATF) held in the French capital, Paris, under the presidency of the United Kingdom, after an absence lasting more than 15 years. The meeting included representatives from more than 200 states and international organizations to discuss evolving threats to financial integrity and global security, and to coordinate international efforts to combat illicit financial flows.

It was noted that participating countries in the FATF General Meeting agreed to take global measures to confront evolving financial crime threats, including increasing risks associated with virtual assets and fraud centers. The Governor of the Central Bank of Syria emphasized Syria's full commitment to building a stronger, more transparent, and resilient financial system, and its determination to translate reforms into practical and effective steps, elevating the Syrian banking sector to align with international standards.
