Ahmed Aqiz, Deputy Minister of Emergency and Disaster Management, announced that the ministry is transitioning from risk analysis to early warning, ensuring the preservation of lives and property. He confirmed that the ministry identifies and analyzes risks, then moves to monitoring and forecasting, leading to recovery and reconstruction.
Aqiz noted that the accumulated rubble quantities are very large, stating that approximately 3.5 million cubic meters have been removed so far. He clarified that removal operations are taking place in the governorates of Aleppo, Idlib, Hama, Deir Ezzor, Homs, Daraa, and Damascus countryside, while operations in Latakia have reached their final stages.
For his part, the deputy minister emphasized the importance of mine clearance as a fundamental condition for the safe return of displaced persons, noting that the National Center for Mine Action works according to a three-year strategy. The strategy aims to establish a unified national information system and build sustainable national capacities to ensure work quality according to international standards.
Regarding the "Syria without camps" vision, Aqiz confirmed that the achieved progress involves securing the return of approximately 25 percent of displaced persons since last March. He pointed out that the ministry possesses 1,518 projects ready for direct financing, noting challenges related to logistical equipment and communication devices that require enhancement.
He clarified that the ministry's role in the file of remains and missing persons focuses on securing sites while maintaining information confidentiality and preserving the dignity of victims, in coordination with the National Commission for Missing Persons. The Ministry of Emergency, formed in March 2025, aims to enhance rapid response and establish early warning systems.
