Finance Minister Mohammad Yasser Baruni held talks with a World Bank Group delegation visiting Damascus on ways to develop the legal and institutional framework for infrastructure investment and support reconstruction efforts by enhancing public-private partnerships.
The Ministry of Finance stated via its Telegram channel on Thursday that the discussions covered progress in establishing a public-private partnership (PPP) unit within the ministry and preparing a list of priority investment projects, including those nominated under the state’s investment budget.
He noted that both sides discussed the substantial financial needs for reconstruction, the ministry’s role in evaluating projects and their financial risks, and explored possibilities for providing blended finance instruments, along with the legal and institutional requirements for doing so.
Following the meeting, a workshop on public-private partnerships was organized, attended by several ministries including Energy, Emergency and Disaster Management, Public Works and Housing, and Finance, aiming to develop a framework for infrastructure investment priorities.
During the workshop, the establishment of a Project Preparation Facility (PPF) was discussed, which would support building a portfolio of investable projects and help attract the necessary funding for recovery and reconstruction.
