Finance Minister Discusses with Acting Dutch Charge d'Affaires Enhancing Development Cooperation
Syrian Finance Minister meets Dutch diplomat to discuss technical and development cooperation and the START recovery fund.

Finance Minister Mohammad Yasser Barneeh met with the Acting Charge d'Affaires at the Dutch Embassy, Alexander Gerits, to discuss ways to enhance technical and development cooperation between the two countries. The meeting took place at the Ministry building in Damascus, where the two sides addressed mechanisms to strengthen technical cooperation between the Ministries of Finance in Syria and the Netherlands, as well as the exchange of knowledge and expertise between the two countries.

For his part, Gerits emphasized the Netherlands' commitment to supporting development programs in Syria and its contribution to the Syria Recovery and Reconstruction Support Fund (START), which was recently announced. He pointed to his country's interest in financing agricultural technology projects, expressing his gratitude to Minister Barneeh for the Netherlands' active participation in the roundtable workshop on supporting recovery and reconstruction in Syria.

Syria and the World Bank Group agreed to establish the "Syria Recovery and Reconstruction Support Credit Fund (START)." This multi-donor credit fund aims to provide concessional financing, investment guarantees, technical assistance, and capacity building, thereby supporting the Syrian state's efforts to achieve economic recovery and enhance sustainable development.

In this context, the fund's objectives, its institutional framework, and its proposed operational mechanisms were reviewed during the high-level roundtable meeting, which was dedicated to discussing recovery and reconstruction efforts in Syria. This meeting was held on the sidelines of the 2026 annual meetings of the World Bank Group and the International Monetary Fund in the Thai capital, Bangkok.
