The workshop, organized by the Ministry of Finance in cooperation with the World Bank, focused on developing the land, ownership, and real estate finance sector in Syria, thereby supporting recovery and reconstruction efforts.
Discussing Challenges and Resolution Mechanisms
The workshop, held yesterday Tuesday with the attendance of Finance Minister Mohammad Yasser Barnea, discussed challenges related to the loss or damage of land records and documents, and their impact on individuals' rights to housing, land, and property. Ways to improve information exchange and linkage between relevant institutions were also explored, ensuring the comprehensiveness of data and documents related to ownership.
Broad Participation from Stakeholders
The Ministry of Finance stated via its Telegram channel that representatives from the Ministries of Local Administration, Environment, Public Works and Housing, Justice, Emergency and Disaster Management, the Real Estate Finance Supervision Authority, the Central Bank of Syria, and the Directorate of Real Estate Affairs participated in the workshop.
Development Plans and Record Digitization
The Ministry noted that participants discussed existing plans to develop this sector, the difficulties facing their implementation, the needs and priorities of participating institutions, and areas of cooperation and coordination among them, with the aim of formulating practical solutions that consider the specifics of real estate ownership files in Syria. Participants also reviewed international experiences and practices to be utilized in protecting land records and expanding the scope of real estate registration and document digitization.
Enhancing Protection and Reconstruction
Mechanisms for enhancing the protection of possession rights and dealing with compensation cases and restrictions imposed on land were also reviewed, contributing to the electronic reconstruction of the contractual record and supporting reconstruction efforts. The Ministry of Finance had organized, on September 30 last, a specialized workshop in cooperation with a mission of World Bank experts, covering the basic principles of public debt sustainability analysis, within the framework of enhancing technical cooperation and developing public financial management.
