The Central Inspection and Supervision Authority, in coordination with the Ministry of Local Administration and Environment, has delegated internal inspection bodies within the ministry, governorates, and technical services directorates to handle building violation files on the ground, investigate them, and determine responsibilities. The Authority has granted the minister and governors the power to approve the results of these investigations and refer them directly to the competent judiciary, according to delegation number 14883, which the ministry published via its Telegram channel on Tuesday.

In the same context, the new delegation obliges the ministry's internal inspection device, internal inspection devices in governorates, and technical services directorates in administrative units to process, scrutinize, and investigate matters related to building violations. This includes determining responsibilities that affect violators, including owners, contractors, supervising engineers, and anyone responsible for the violation and characterizing it, ensuring precise accountability of all concerned parties.

For his part, governors are authorized to approve the results of treatments and investigations received according to regulations, including referring them to the judiciary, except in cases involving criminal offenses stipulated in the General Penal Code or the Economic Penal Code. In these exceptions, prepared reports with their documents must be sent to Inspection and Supervision for study and proper approval, to ensure compliance with applicable legal procedures.

The ministry clarified that this delegation enhances the capacity of governorates and administrative units to perform their duties effectively, abbreviates bureaucratic procedures, and accelerates resolving cases at the place they occur. It is recalled that the committee assigned in the ministry to review Legislative Decree No. 40 of 2012 concerning the handling of building violations completed last July the technical tables for classifying violations and criteria for dealing with them, aiming to enhance structural safety, preserve planning schemes, and limit random expansion.
