Higher Education Clarifies Salary Caps for Private Universities
Deputy minister confirms salary caps follow careful study of tuition and students' living conditions.

Mohammed Al-Sweid, Deputy Minister of Higher Education and Scientific Research for Private Education Affairs, confirmed that the decision to set a cap on fees for credit hours in private universities, issued recently by the Higher Education Council, came after a careful study of the reality of tuition fees, taking into account the living conditions of students and the operational needs of universities, especially specializations that require high-cost equipment and laboratories.

For his part, Al-Sweid clarified in a statement to SANA today, Tuesday, that the Council adopted clear standards to ensure that fees remain within reasonable limits, balancing students' ability to pay with the continuity of the educational process. He added that the Ministry will closely monitor private universities' compliance with the maximum fee limits, by requiring them to publish the approved fees on their official websites and submit them for auditing.

The deputy minister stressed that any university violating the rules will be punished and immediately ordered to revert to the approved fees, confirming the continuation of control measures to ensure that the specified caps are not exceeded. He pointed out that returning students who have exhausted their leave will be subject to the approved official fees without any increases or additional charges, with full compliance with the new salary caps.

He noted that the Ministry is closely following registration schedules in private and public universities to ensure that exceptional fees are not imposed on this group, explaining that executive instructions for returning students will be issued within the next two days. He confirmed that the Ministry's doors are open to all students facing issues related to their return or fees, calling on them to visit directly to ensure the resolution of any individual case and facilitate the continuation of their academic journey.

The Higher Education Council had set the cap on fees for credit hours in private universities last Sunday, in a regulatory step aimed at controlling university fees and taking into account the living conditions of Syrian students.
