The Ministry of Higher Education and Scientific Research issued today, Wednesday, the executive instructions for the provisions of Decree No. 180 of 2026, concerning postgraduate studies, qualification, and specialization studies, in Damascus.
The instructions included granting an exceptional academic year for the period 2026-2027 to qualification and specialization students who exhausted their chances of applying from outside the university starting from the academic year 2010-2011 up to 2025-2026. The decree also enables Master's or PhD students to benefit from an exceptional year if they exhausted their chances of applying for the exam during the same period.
According to the instructions, a Master's or PhD student who passed the course stage and exhausted the specified period for registering the thesis or dissertation is granted a calendar year to register for research for the academic year 2026-2027. The student registered in the academic year 2009-2010, who was exhausted at the beginning of the academic year 2011-2012, benefits from the provisions of Articles 1, 2, and 3 of the decree.
Article Six stipulates granting a calendar year for registration for Master's and PhD students who were expelled for non-disciplinary reasons between September 15, 2010, and October 10, 2026. The student must submit a request to their faculty during registration periods, with the faculty council deciding on the request within a maximum of one month.
The Scientific Research Council determines the minimum duration for the public defense after completing procedures, stipulating that the preparation period for a Master's thesis shall not be less than one calendar year and not exceed one calendar year from the date of re-registration. As for the PhD dissertation, its duration shall not be less than two years and not exceed one year from the date of the decision.
