The Ministry of Higher Education and Scientific Research issued today, Wednesday, the executive instructions regarding the provisions of Decree No. (180) of 2026, aimed at granting an exceptional academic year to students who have exhausted their failure opportunities in public universities, open education programs, and private universities.
Under Decrees No. (545) and (546), the benefit includes undergraduate students who exhausted their failure opportunities from the academic year 2010-2011 up to 2025-2026, in addition to specific cases of students registered in the years 2009-2010 and 2010-2011, with registration to be carried out according to the deadlines set for old students for the academic year 2026-2027.
Instructions for private universities
The executive instructions for private universities included granting students in the credit hour system, who exhausted their opportunities to take the allowed exam starting from the academic year 2010-2011 up to 2025-2026, an additional academic year in the 2026-2027 academic year. This includes those who exhausted their opportunities due to the number of years or a low cumulative grade point average.
The decree also granted an additional academic year in the 2026-2027 academic year to graduate and master's students in private universities who exhausted their opportunities to take the exam, with the requirement to repeat annual work, practical exams, and research circles before registering for theoretical courses.
Conditions for benefit and registration
Master's students who completed their course years and exhausted the specified period for registration in the thesis stage are granted one calendar year for research registration during the 2026-2027 year. Furthermore, students holding master's and doctoral degrees who were expelled from the degree are granted one calendar year, provided that a university council decision on registration is issued within the specified academic year.
The decree indicated that an expelled student who had their registration cancelled from the university can benefit from the decree's provisions, provided they submit a request to the private university expressing their desire to do so, while adhering to the condition of not benefiting from the equivalence of any course studied in previous education, and that they have not obtained a university degree based on the previous study.
Fees and registration
The decree clarified that the student pays the fees and installments according to the rates specified for new students in the 2025-2026 academic year and in the same type of currency in which they were originally registered. Students are to register in universities within the deadlines set by the universities starting from the 2026-2027 academic year.
