Participants at the specialized workshop organized by the Higher Institute of Judiciary in Damascus today, Wednesday, in cooperation with the Syrian Dialogue Center, recommended prioritizing the reform of the judicial system and establishing practical mechanisms for its implementation. Under the title "Judicial Reform Efforts in New Syria: From Diagnosing Gaps to Prioritizing Solutions," attendees emphasized the importance of reform steps in enhancing the independence, efficiency, and integrity of the judiciary, consolidating guarantees of fair trial, and facilitating citizens' access to justice.

Comprehensive Assessment of the Judicial System's Reality

Deputy Dean of the Higher Institute of Judiciary for Administrative Affairs, Dr. Samir Al-Jalloul, stated in a statement to SANA that the workshop's outcomes included a comprehensive assessment of the judicial system's reality and a diagnosis of gaps hindering its development. He pointed out that the outcomes included establishing modern standards and mechanisms to rebuild the judicial and administrative body to enhance efficiency and integrity, alongside developing the institutional environment ensuring the independence and effectiveness of the judicial authority.

Phased Reform Pathways

For his part, Al-Jalloul said the proposed reform path includes identifying urgent interventions to address critical imbalances in the short term, and drawing phased pathways in the medium term to ensure the sustainability of solutions. He emphasized that this is done in parallel with reviewing the legislative and regulatory frameworks governing judicial work to contribute to enhancing litigation effectiveness, as well as developing judicial oversight and inspection mechanisms and consolidating ethical and professional standards.

Integrated Executive Framework

Al-Jalloul added that translating these outcomes into practical results requires establishing an integrated executive framework that converts recommendations into specific action plans, thereby supporting the development of judicial and administrative institutions' performance and enhancing the efficiency and independence of the judicial system. The workshop began this morning at the Institute's building in Damascus, attended by Minister of Justice Moharr Al-Wais and Public Prosecutor Judge Advisor Hassan Al-Turba, where participants discussed ways to develop the judicial system to keep pace with the requirements of the current stage.

The workshop comes within the framework of the Ministry of Justice's efforts to reform the judicial system, to discuss an extensive study prepared by the Syrian Dialogue Center over several months to identify problems and key points in judicial work, and to present a detailed vision for addressing existing gaps.
