Damascus meeting draws up a comprehensive proposal for stock market reform

The Syrian Securities and Financial Markets Commission, chaired by Dr. Abdul Razzaq Qasem, Chairman of the Board of Commissioners, held an extensive meeting with representatives of the international management consultancy company "Oliver Wyman".

The meeting, which was held under the auspices of the Minister of Finance, Mohamed Yusser Bernier, is part of the follow-up to the comprehensive national project for the evaluation and development of the financial and banking sector in Syria, where the discussions focused on identifying the technical and regulatory needs needed to upgrade the stock market and expand its contribution to financing development.

 This meeting comes as a direct executive step to translate the agreement signed by the Minister of Finance in the past with the international company "Oliver Wyman" under the title of "Project to Assess the Gap in the Financial and Banking Sector in Syria".

This qualitative step aims to diagnose structural challenges and prepare the local banking and financial environment for a new phase of openness and effectiveness to serve the national economy.

 

Participatory Committee Stresses  the Importance of Integrating Economic Policies

During the session, the participants stressed that the process of advancing the securities sector and financial markets cannot be separated from the path of general economic reform in the country.

The two sides stressed the need to create close synergy and integration between the country's monetary and financial policies, in order to ensure raising the efficiency of operating financial institutions, and applying disclosure standards, transparency and international governance, which directly contributes to consolidating the foundations of sustainable growth and attracting and localizing capital.

 These moves are linked to intensive government efforts that began in early 2026 to link the local financial system to global payment networks and strengthen remittance channels, steps that require the development of the legislative structure of the stock exchange and financial institutions to suit the requirements of foreign investment and ensure the flexibility of capital movement.

 

The session developed a comprehensive proposal

The joint discussions resulted in the formulation of a comprehensive vision proposal and a clear roadmap for the advancement of the Syrian financial markets sector.

This proposal aims to draw up an executive action plan that enhances the investment environment and supports the path of economic recovery through the activation of financial financing instruments, and it has been decided to officially submit this proposal to the Minister of Finance for consideration and implementation.

Syria's financial markets are facing increasing demands to play a greater role in financing reconstruction and real estate and industrial development projects, in light of the pressures of traditional financing from banks, making building an efficient stock market with the help of international experts such as Oliver Wyman an obligatory passage to ease the burden on the public budget and stimulate private and co-financing.
