Jisr al-Shughur Begins Registration for Disability ID Cards
Registration opens for disability ID cards in Jisr al-Shughur to facilitate access to services and rights.

The Department of Social Affairs and Labor in Jisr al-Shughur, in western Idlib countryside, began today, Thursday, receiving registration applications from persons with disabilities, in preparation for issuing official identification cards to help them prove their status to official authorities and benefit from available services, facilities, and dedicated rights.

The department head, Mamdouh Al-Hardan, clarified that the issuance activation is carried out in cooperation between the Directorate of Social Affairs and Labor in Idlib, the Directorate of International Cooperation, the United Nations Children's Fund (UNICEF), and the Health Directorate, under the guidance of the Idlib Governorate. He noted that the process aims to document data, as Idlib was the only governorate lacking these cards for 14 years.

More than 1,116 Cases Eligible for Registration

Al-Hardan added that the department has mobilized its resources to enumerate numbers as quickly as possible, noting that the number of eligible cases exceeded 1,116, including more than 500 cases in the city alone. He predicted that the total number of cases eligible for medical examination in the region would exceed 5,200, with these cases undergoing medical examination to verify compliance with specified standards.

Access to Additional Support Programs

He explained that the targeted cases include congenital disabilities, disabilities resulting from accidents and war, as well as old cases, as part of organizing beneficiary data. He indicated that this step may provide future opportunities to benefit from additional support programs, according to mechanisms announced by relevant authorities.

Registration Mechanism and Required Documents

He pointed out that the registration mechanism begins by receiving cases at the Care Section and documenting their data, along with providing four personal photos, a civil registry extract, and a phone number. They are then referred via a health card to the medical committee, which meets every Tuesday at Jisr al-Shughur Clinic. Subsequently, the documents of accepted cases are sent to the Directorate in Idlib city for card issuance.

Facilitating Access to Services

Al-Hardan noted that the identification card helps the holder prove their status to official authorities and benefit from educational, health, and other services, adding that they may later benefit from in-kind or financial support under a program affiliated with the Ministry of Social Affairs and Labor. For his part, Muhammad Saleh Sheikh Muhammad, accompanying one of the beneficiaries, stated that he learned about the registration via social media, expressing hope that the card would secure financial assistance for his daughter, who suffers from cerebral palsy. In turn, beneficiary Asma Abdullah Hamdoush expressed her happiness with this step, hoping it would positively impact persons with disabilities.

This step comes within the framework of the Ministry of Social Affairs and Labor's plan to organize the database of persons with disabilities in Idlib Governorate, following years of war that left large numbers of disability cases, with the aim of facilitating their access to services and enhancing their social integration.
