Latakia Finance Directorate Issues Guide to Facilitate Real Estate Transactions
Latakia Finance Directorate launches a guide clarifying real estate sales procedures and sets four days for completion with free services.

The Latakia Finance Directorate issued an advisory guide clarifying the procedures for completing real estate sales transactions and the required documents, aiming to facilitate visits and save time and effort. It set four days as an average period for completing transactions, while continuing to provide free advisory services to citizens at the Customer Service Department within the Directorate.

The guide, issued by the Directorate about two weeks ago, outlines the stages of completing real estate sales transactions in accordance with Law No. 15. This begins with submitting a declaration from the seller and buyer, proceeds through completing financial data and determining the market value of the property, stating the seller's tax status, and obtaining necessary approvals. It concludes with calculating and collecting the due tax, authenticating the contract, and registering the transfer in the relevant records.

In this context, the Director of the Directorate, Subhi Muhammad al-Hajj Jasim, emphasized that the guide aims to inform visitors about available services, procedures, and necessary documents to complete their transactions. This enhances awareness of provided services and reduces repeated visits caused by lack of information or documents. Al-Hajj Jasim clarified that services provided through the Customer Service Department are entirely free, with no fees charged for inquiries, guidance, or assistance in clarifying procedures. However, due taxes are collected in accordance with prevailing laws and regulations.

For his part, Muhammad Ali Abd al-Qadir Tizini, Head of the Income Department in the Directorate, noted that the Customer Service Department provides free advisory services to citizens wishing to complete transactions for transferring fully segregated residential real estate. He explained that completing a transaction may require paying due taxes and financial liabilities according to prevailing laws. Tizini outlined the transfer procedures, which begin with the citizen or their legal representative visiting the Customer Service Department with the required documents to hand them to the designated employee.

Tizini indicated that the four-day completion period represents an average based on actually executed transactions, and may drop to two days in some cases, depending on the property's status, its legal condition, and the visitor's responsiveness and compliance with signing dates and settling financial obligations. He also revealed plans to adopt an electronic application in the near future to schedule appointment bookings, whether for submitting a transfer request, signing the transfer declaration, or taking fingerprints.

The issuance of the guide comes within the efforts of the Latakia Finance Directorate to enhance transparency, clarify requirements for completing real estate sales transactions, facilitate procedures for visitors, and improve service delivery efficiency. The Directorate has taken several measures in the past period, including developing the one-stop window and expanding its services, moving several services to the ground floor, and completing automation and simplifying procedures to accelerate transaction completion.
