Local Administration: 73 Citizen Service Centers Distributed Across 10 Governorates
The ministry reveals activation of 73 out of 92 centers in 10 governorates as part of the digital transformation plan.

The Ministry of Local Administration and Environment announced the existence of a network of citizen service centers comprising 92 centers distributed across governorates, of which 73 are active, covering 10 governorates, representing 79% of the approved centers.

The ministry clarified via its Telegram channel on Friday that it continues working to complete and activate the remaining 19 centers, within the framework of its vision for administrative reform and digital transformation, aiming to integrate all centers into the digital transformation path implemented by the ministry.

Distribution of Centers and Services

Homs governorate leads the governorates in the number of active citizen service centers, with 20 centers, followed by Damascus governorate with 16 centers. The ministry noted that the average number of services provided by these centers exceeds 10 services per center, including administrative permits, notarization of lease contracts, and organizational and real estate services.

Tartous Leads in Services

Meanwhile, Tartous governorate tops the list of governorates in terms of the number of types of services available through its centers, with 12 types of services. The ministry confirmed that these centers aim to simplify procedures through a diverse package of administrative, organizational, and real estate services.

Digital Transformation and Automation

The ministry indicated that integrating all centers into the digital transformation path, leading to the automation of the work environment, contributes to providing services in the shortest time and with the least effort, according to the highest standards of accuracy. The ministry seeks, through the development of these centers, to reduce routine and bureaucracy, alongside enhancing transparency in completing transactions.

The Ministry of Local Administration and Environment launched the digital transformation plan in 2025 to achieve its strategic vision towards effective decentralization and electronic systems that save time and procedures for citizens and ministry and municipal employees.
