The Syrian Ministry of Justice confirmed that allegations circulating on some media pages and websites regarding the commission of serious violations by First Lieutenant Ahmad Feisal Ma'ruf, who previously served in Battalion 54 of the 17th Division in Qamishli in the countryside of Al-Hasakah, were unfounded. After continuing investigations and inquiries for about a year, and reviewing his movement records, his release was decided based on the lack of evidence justifying his continued detention.
The Ministry clarified in a statement on Sunday that no one had filed a personal complaint against Lieutenant Ahmad Ma'ruf, prompting the competent judiciary to release him legally. It noted that the Syrian judiciary reviews transitional justice cases in accordance with the Constitutional Declaration and standards established in international humanitarian law, based on the data of each file and case and the available evidence.
For its part, the Ministry pointed to the continuation of investigations and inquiries against the Lieutenant's father, Feisal Ahmad Ma'ruf, who remains detained pending investigation. This step stems from several official complaints and accusations filed against him, involving serious charges including kidnapping, enforced disappearance, and financial extortion of the families of several detainees, as well as his close ties to the security apparatus of the ousted regime.
The Ministry of Justice stressed that the Syrian judiciary exercises its jurisdiction in accordance with legal procedures, while guaranteeing the legal rights of all parties. It called on everyone to exercise precision, rely on official sources, and avoid generalizing language that may lead to unlawful practices. The Ministry affirmed that it would not tolerate anyone proven responsible for committing violations, noting that trials and issued judgments are the best proof of this.
The Internal Security Directorate in Homs Governorate, in cooperation with the Counter-Terrorism Branch, arrested Feisal Ahmad Ma'ruf and his son Ahmad Feisal Ma'ruf on October 29, 2025. The operation took place during field monitoring and precise observation of their involvement in committing serious violations against civilians during the rule of the ousted regime.
