The Ministry of Transport is working to organize data on suspended vehicles and address cases of duplicate restrictions within the Central Vehicle Transactions Program, through legal and technical procedures aimed at verifying ownership validity and registration data, and unifying restrictions in accordance with approved standards, thereby protecting citizens' rights and ensuring the safety of transactions related to their vehicles.
Director of the Road Transport Directorate at the Ministry, Imad al-Din al-Qash, clarified in a statement to SANA correspondent today, Wednesday, that suspended vehicles are those carrying two restrictions or two registration plates issued by different directorates, such as (Idlib and Azaz), or (Idlib and Damascus), or (Damascus and Raqqa). He explained that these vehicles were suspended to verify their data and resolve their status in accordance with approved legal and technical procedures, especially after the integration of transport directorates' data into the central database following liberation.
Two transactions to resolve vehicle status
Al-Qash pointed out that resolving the status of suspended vehicles is carried out through two main paths: the transaction for the suspension of the suspended vehicle, and the transaction for waiving one of the restrictions, according to the conditions and documents specified for each case. He clarified that the suspension transaction requires the presence of the concerned owners with identity proofs, the submission of a traffic clearance for both restrictions, and conducting a technical inspection of the vehicle to verify that its data matches its reality, in addition to booking an appointment via the dedicated platform to complete the processing procedures and final suspension removal in accordance with standards.
As for the waiver transaction, it allows resolving the vehicle's status with the presence of one of the owners, provided that the waiving party's data matches the name of the owner recorded in the restriction to be cancelled. It requires submitting a formal written waiver before the head of the legal department, containing the identity document data and signed and fingerprinted, along with attaching a copy of the document, registering the waiver at the competent transport directorate's registry and archiving it under the vehicle's codes, as well as completing the clearance requirements and booking the appointment according to approved procedures.
Four circulars to regulate the processing of duplicate restrictions
Al-Qash emphasized that the head of the legal department is responsible for verifying the match between the waiving party's data and the owner's data recorded in the central program before completing vehicle transactions according to the other restriction, while observing the legal and technical conditions stipulated in the Ministry's circulars. Al-Qash explained that processing duplicate restrictions is not limited to unifying registration data, but also includes verifying the fate of the plates and the driving license associated with the second restriction, ensuring that no more than one active restriction remains for a single vehicle.
He clarified that if the plates and driving license are in the owner's possession, they are handed over to the competent directorate to take procedures to stop the vehicle from driving in accordance with standards. If they have been handed over to the directorate, the vehicle is considered stopped. If they are lost, the directorate issues a circular for the plates, broadcasts a search for them, and registers them electronically according to approved instructions.
Committees to study vehicle cases
In the context of organizing these procedures, the Ministry of Transport issued four successive circulars, numbered (119/T1), (222/T1), (258/T), and (164/T1), which contained technical and legal controls for processing vehicles carrying two restrictions within the central program, mechanisms for citizen review, conditions for opening suspended restrictions and registering duplicate restrictions, in addition to organizing cases of waiving one of the restrictions. According to Circular No. (119/T1), issued on August 18, 2025, the Ministry formed committees in transport directorates in the governorates, chaired by the transport director in the governorate, and with the membership of heads of technical, vehicle, and legal departments and an engineer from the inspection committees, to study cases of vehicles with duplicate restrictions and verify that their reality matches their paper and electronic data.
The committees are responsible for ensuring the regularity of plates and driving licenses, scrutinizing owners' data and the sequence of ownership transfer in both restrictions, verifying the fate of plates and documents associated with the other restriction, and communicating with vehicle owners when necessary. They submit their proposals to the Ministry to open the code of one of the vehicles and keep the suspension on the other, in coordination with the transport directorate concerned with the corresponding case.
Executive procedures for processing these cases
Circular No. (222/T1), issued on November 19, 2025, specified the executive procedures for processing these cases, allowing permitted transactions after placing a note on the vehicle's sheet that the directorate reviews, and keeping the suspension on the other code. It excluded from this the transactions of transferring the restriction and ownership, and placing or removing signals, and granting restriction data, which are only implemented for government entities according to specified controls. The circular required obtaining a traffic clearance for both restrictions, ensuring they are free of theft signals, conducting a detailed technical inspection of the vehicle and matching the chassis number, its parts, and features with the recorded data, verifying the regularity of plates and driving licenses, in addition to extracting the sequence of owners and comparing the data of both restrictions to determine similarities and differences.
According to the circular, cases where the owner matches or the ownership sequence is connected between the restrictions are processed according to the procedures specified for each case, while cases related to agency, court judgment, or external contract are subject to legal scrutiny and may require a final court judgment depending on the nature of the case. It also stipulated referring cases of stolen vehicles to the necessary legal procedures, and not lifting the restriction related to them except by a final court judgment that restores ownership to the true owner, while other cases of duplicate restrictions not covered by the instructions are referred to a joint committee comprising the Road Transport Directorate, Legal Affairs, Informatics, and Modern Transport Systems.
Executive procedures and precise controls for processing duplicate restrictions
The circular also addressed the mechanism for processing half-trailers and trailers that were granted trial plates, by registering their restrictions and taking their plates and driving licenses, then fixing them on the towing heads and tractors according to customs documents, and paying the fees due according to the technical substitution transaction, until a decision is made on the mechanism for registering them independently. As for the executive procedures specified by Circular No. (258/T), issued on December 3, 2025, the mechanism for processing suspended vehicles begins with the review of the most recent owner according to the ownership sequence in both restrictions, or based on the date of the last paid fees, obtaining a traffic clearance and conducting a detailed technical inspection to match the vehicle's reality with its central data, followed by addressing the Ministry to lift the temporary suspension and block transactions except for government entities, or according to final court judgments during the processing period.
The circular specified the controls for processing cases, where the second restriction is registered (cancelled) and the active restriction is kept in case of owner unity or ownership sequence or the existence of an official agency. Cases showing a difference in owners without agreement, or no connection between the restrictions, are referred to the judiciary to establish ownership by a final judgment. The circular also organized the fate of plates and licenses in the second restriction by stopping the vehicle or issuing an electronic circular for lost plates to register them properly.
Written waiver to cancel one of the restrictions
In a later circular numbered (164/T1), issued on December 26, 2025, the Ministry agreed to adopt the waiver of one of the vehicle's owners of the restriction associated with it, provided that the name of the waiving party matches the name of the owner recorded in the relevant restriction. The circular required submitting a written waiver before the head of the legal department, containing the identity document data of the waiving party and signed and fingerprinted, with attaching a copy of the document stamped with the owner's fingerprint, and registering the waiver in the registry of the competent transport directorate and archiving it under the transaction of the vehicle associated with both codes.
It emphasized the necessity of the head of the legal department verifying the match between the owner's data in the central program and the waiving party's data, under his full responsibility, in preparation for completing vehicle transactions according to the other restriction, while adhering to the other conditions stipulated in the previous circulars. In this context, Al-Qash called owners of suspended vehicles to visit transport directorates and complete the required documents and procedures according to the type of transaction, which contributes to facilitating the resolution of their vehicles' status.
