President Ahmed al-Shara issued two legislative decrees to establish two specialized scientific universities in security sciences and another in defense sciences based in the capital, Damascus, with legal personality and financial and administrative independence.
Decree 146
Decree No. 146 of 2026 stipulates the establishment of a general scientific body of an administrative nature specialized in security sciences called the Syrian University for Security Sciences, with its headquarters in the city of Damascus, with the authorization of the establishment of colleges, institutes and centers affiliated to it in Damascus and the governorates.
According to Decree 146, the Security University consists of the following educational, research and training institutions:
Higher Institute of Security Sciences.
Faculty of Security Sciences.
College of Cyber Security.
Center for Security Studies and Research.
Technical Institute for Security Sciences.
Technical Institute of Cybersecurity.
Decree No. 147
Decree No. 147 of 2026 stipulates the establishment of a specialized scientific university for education and training in military sciences called the National University for Defense Sciences, based in Damascus, and it is permissible to establish colleges, institutes, and centers affiliated to it in various governorates.
According to Decree 147, the Defense University consists of the following organizational structure:
Higher Military Academy: It includes (the National Defense College, the Higher War College, and the Command and Staff College).
Specialized Colleges and Institutes: These include (Air War College, Naval War College, Land War College, College of Humanities and Administrative Sciences, Higher Institute of Applied Sciences and Technology, and Military Technical Institutes).
