The activities of the Second Judicial Forensic Medicine Conference, which lasted for three days, concluded in the city of Aleppo. The conference was attended by judges, forensic doctors, and representatives from the ministries of Health, Justice, Higher Education and Scientific Research, as well as the National Commission for Missing Persons and the International Committee of the Red Cross. The conference discussed the professional responsibility of the forensic doctor and the integration of medical expertise with the judiciary during the recovery and institutional reconstruction phase.

Integration between Medical Work and Judicial Procedures

The Public Prosecutor in Aleppo, Judge Ahmed al-Mohammed, stated in an interview with the Syrian Arab News Agency (SANA) that the Public Prosecution views forensic medicine as a partner in the justice system, emphasizing the need to distinguish between human medical error and gross negligence that warrants accountability. He stressed the importance of cooperation with the Doctors’ Syndicate to transition from a culture of accusation to a culture of prevention, thereby enhancing medical practice and protecting rights.

For his part, Stefan Sakalian, Head of the International Committee of the Red Cross (ICRC) delegation in Syria, emphasized the importance of supporting efforts to strengthen the forensic medicine system, especially in cases of conflict, natural disasters, and crises, due to its role in identifying the deceased and enabling their families to bury them with dignity and respect.

Enhancing Institutional Work

Yasser al-Qasim, Director of the Forensic Medicine Department at the Ministry of Health, explained that the conference addressed scientific axes related to the reality of forensic medicine during the recovery phase and ways to develop and update the system. He noted that bringing judges and forensic doctors together on a single platform helps clarify the responsibilities of each party and enhance institutional work. He added that the conference recommendations aim to develop forensic medical work and follow up on joint efforts in future conferences.

The conference launched on Wednesday at the Meridien Hotel in Aleppo, under the theme "The Professional Responsibility of the Forensic Doctor and the Integration of Forensic Expertise and the Judiciary in the Recovery and Institutional Reconstruction Phase." The conference falls within the framework of efforts to develop and unify the forensic medicine system in Syria, and to update methods of documenting and preserving evidence, thereby contributing to raising the reliability of forensic medical reports and supporting investigation procedures and the identification of missing persons.
