Security Council adopts resolution to protect children from technology risks in conflicts
UN Security Council adopts resolution 2832 to shield children from digital technology abuses in armed conflicts.

The UN Security Council adopted on Monday a resolution calling on member states to take necessary measures to protect children in armed conflict from violations and abuses committed or facilitated using digital technology. Resolution 2832, presented by Greece, highlighted the impact of digital technologies on violations against children during armed conflicts and the role of technology in preventing such violations.

The resolution stressed the need to consider the special needs and well-being of children when developing digital initiatives, including innovations usable in environments with weak connectivity and resource shortages. It also strongly condemned violations and abuses against children in armed conflicts, including their recruitment and use, killing and maiming, abduction, and exposure to rape and other forms of sexual violence.

The resolution emphasized the importance of accountability for all violations and abuses against children, calling on states to combat impunity and strengthen national accountability mechanisms, ensuring that those responsible are brought to justice without unjustified delay. It also urged member states to integrate digital protection measures into their national child protection systems, including providing safe reporting channels and accessible mechanisms.

The resolution further encouraged member states, UN agencies, and regional and international partners to enhance coordination, cooperation, and investment in distance education and digital literacy in conflict zones. UN bodies, including UNICEF, issued a joint statement last January stressing the need for technology companies, especially those in artificial intelligence, to ensure their products are designed to respect children's rights.

The joint statement called on all segments of society to take responsibility for how technology is used, emphasizing the need to empower conflict-affected children to acquire digital skills and enhance their ability to face risks in the digital environment.
