A dialogue seminar titled "Working During a Crisis," held within the framework of the Syria International Security and Safety Exhibition "FORTIX 2026" at the Damascus Fairground, discussed mechanisms to enhance institutional readiness and operational continuity during crises. The seminar was attended by Waseem Zaidan, Director of the Civil Defense Department at the Ministry of Emergency and Disaster Management; Mohammad Jihad Al-Ala, Deputy Director General of the National Authority for Information Technology Services; and Ashraf Turkmani, Government Communications Director at the Ministry of Emergency and Disaster Management.
The seminar addressed ways to develop coordination between field response teams, the ambulance and emergency system, and entities responsible for digital infrastructure, while raising the system's readiness to handle large-scale incidents. Key points focused on the importance of clear responsibilities and role definition among relevant entities, enhancing joint coordination during multiple simultaneous incidents, and developing decision-making mechanisms and resource distribution according to field priorities.
In the same context, participants discussed challenges that information systems and communication networks might face during crises, and the necessity of providing alternative plans and backup procedures to ensure the continuity of vital digital services. These measures enable institutions to continue exchanging information and supporting coordination and decision-making operations in the event of failures in some core technical infrastructures, thereby contributing to improved response efficiency to emergency conditions.
On its part, the emergency and ambulance track emphasized the importance of enhancing readiness to handle sudden increases in injury numbers, and managing pressure on ambulances, hospitals, and medical staff. Participants addressed the requirements for operational continuity during prolonged crises, especially in light of limited resources or difficulty accessing incident sites, stressing the importance of advance planning and developing business continuity and disaster recovery plans.
Participants highlighted the importance of investing in training and qualification, conducting joint exercises among relevant entities, and developing command and coordination systems. They affirmed that integration between field, health, and technical entities is a fundamental pillar for ensuring operational continuity during crises and enhancing institutions' capacity to face exceptional circumstances and deal with their repercussions.
The Syria International Security and Safety Exhibition (FORTIX 2026), organized by Wasem Company for Electronic Solutions and Smart Software, in cooperation with the Ministry of Emergency and Disaster Management, has launched with the participation of government entities, institutions, and specialized companies in the fields of security and safety.
