Washington Links Support for Ukraine to Ending the Russian War
Washington ties aid to peace terms, testing US-Ukraine relations and European defense capabilities amid shifting priorities.

The rapid developments in the Russian-Ukrainian war place the future of American support for Kyiv before a test that goes beyond the volume of military aid to the nature of the settlement Washington seeks to achieve, the limits of concessions both sides can accept, and Europe's ability to protect its security in case of a retreat in the American role.

In this context, US President Donald Trump focuses on pushing Moscow and Kyiv towards ending the war, while the Ukrainian leadership insists on guarantees that prevent any agreement from being exploited to weaken its defensive capabilities, while European capitals face an equation combining support for Ukraine with maintaining the strategic partnership with Washington.

Washington.. Between Settlement Requirements and Energy Calculations

The recent disagreements between Trump and Ukrainian President Volodymyr Zelenskyy reflect a divergence in priority ordering, more than they necessarily reflect a rupture in relations between the two countries. The American administration links its diplomatic moves to an attempt to end the war and deals with its economic repercussions, including rising fuel prices, as an influential factor in US domestic political calculations.

This trend emerged in the agreement announced by Trump regarding making quantities of Russian diesel available to global markets to help lower prices, which raised Ukrainian and European objections due to fears that increased Russian energy revenues would provide additional resources to Moscow.

In response, Washington defended its step as part of addressing pressures on energy markets and a step aimed at increasing fuel supplies and containing price hikes, according to "Reuters" on October 13, while European criticism continued due to the potential repercussions of the agreement on sanctions imposed on Russia and its energy revenues.

The disagreement also highlights the targeting of Russian oil facilities. Washington seeks to limit attacks on energy infrastructure, while Kyiv sees these facilities as an important source of resources funding Russian military operations.

Signs of stalled understanding began to appear after Trump announced on October 11 that he had reached a ceasefire on attacks on Russian and Ukrainian energy facilities, without publishing clear details regarding implementation mechanisms.

Kyiv accused Moscow of continuing to target Ukrainian energy facilities, pointing to strikes on a power plant in Kharkiv, while Ukrainian authorities said Russian attacks continued despite the announcement of understanding.

On October 15, Ukrainian President Volodymyr Zelenskyy announced the end of his country's commitment to stopping attacks on Russian refineries, confirming the resumption of attacks, which was manifested in a Ukrainian strike targeting an oil refinery in the Ryazan region of Russia.

According to Reuters, the Ukrainian decision came after the continuation of Russian attacks on energy infrastructure, while Moscow said the scope of the understanding had not been clearly defined.

With the collapse of the understanding and the resumption of mutual attacks, the ability of any American initiative to stabilize a sustainable truce appears linked to the extent to which Moscow and Kyiv are prepared to commit to it mutually, not just by announcing understandings.

Intelligence Support.. A Decisive Element in the Balance of Confrontation

The importance of the US-Ukrainian partnership is not limited to the supply of weapons and ammunition, but also includes intelligence information, early warning, and technical capabilities that help Ukrainian forces monitor and deal with attacks. Therefore, Zelenskyy's statements on October 13 regarding Ukraine not receiving early warning from its partners before a Russian missile attack on Kyiv raised Ukrainian fears about the repercussions of any disruption in intelligence cooperation on protecting cities and infrastructure.

However, these fears do not mean that the cessation of intelligence information exchange has become certain. US President Donald Trump affirmed in statements to journalists that information exchange with Ukraine continues, noting that Washington continues to assist Kyiv and seeks to end the war.

In the same context, Reuters reported on October 14 that Ukraine still relies on American capabilities in the fields of early missile warning and satellite communications, at a time when European countries do not have ready alternatives to fully compensate for these capabilities.

This highlights the importance of distinguishing between fears of a change in the level or conditions of American support and the existence of evidence that intelligence cooperation has actually stopped.

Restrictions on some uses of "Starlink" services add another layer of complexity, given that Ukrainian forces rely on this service to secure communications and data transfer between military units, including operating some drones and coordinating field operations.

"Starlink," an internet service relying on a network of satellites managed by the American company "SpaceX," provides internet connection in areas where traditional communication networks have been damaged or cannot be used, making the continued availability of this service an influential factor in Ukrainian technical capabilities.

Europe.. Supporting Ukraine and Testing Defense Independence

European countries find themselves facing an increasing responsibility to maintain Ukraine's defensive capability, without compromising cooperation with the United States, which still possesses capabilities that are difficult to replace quickly, especially in the fields of intelligence, air defense, and some advanced weapon systems.

The agenda of the European Council for its meeting held in Brussels today, Thursday, October 15 and 16, emphasizes the importance of continuing support for Ukraine and enhancing European defense readiness, reflecting a trend towards taking greater responsibility for the continent's security. However, translating this into capabilities that compensate for any American retreat requires sustainable funding and defense coordination that cannot be achieved quickly.

These data reveal that the future of the war does not depend solely on the disagreement between Washington and Kyiv, but is also linked to the ability of parties to reconcile settlement requirements with security guarantees. While Washington seeks to end the confrontation, Kyiv insists on guarantees that prevent the resumption of attacks, while Europe faces the challenge of enhancing its defensive capabilities and expanding its role in continental security, while maintaining the transatlantic partnership.
